Willie was born in Dime Box, Texas, on January 9, 1937, to Joe Kovar and Frances Cepcar Kovar. He married Wanda Koteras on May 1, 1965.
Overall, Willie served as an officer of the law for 40 years and six months in the state of Texas. He was Chief of Police for the Caldwell Police Department from 1984 to 1999. Prior to that, he worked with the Burleson County Sheriff’s Office, with the Caldwell Police Department and the Lee County Sheriff’s Office. He began his law enforcement career with the Houston Police department in 1958 where he served until 1980.
On April 28, 2022, Willie told family by his hospital bedside that he started Police Academy 64 years ago that day. “On April 28, 1958, we started Academy. On July 28th we graduated.” In honor of that date, his service will be held Saturday, May 28, 2022, at 10 a.m. at the Strickland Funeral Home in Caldwell, with the Houston Police Department Honor Guard in attendance. Burial will follow at Hranice Cemetery in Dime Box.
Willie is survived by his wife Wanda Kovar, his daughter Heather Kovar, his sister Carolyn Faust and her husband Ernest, as well as their four children Kim, Ernie, Wesley and Jamie.
A public viewing will be held on Friday, May 27 from 11:00 a.m. to 7:00 p.m. at the Strickland Funeral Home.
